[5165]GM or PM?

In the 5165 source "NewestCOServer", is PM's or GM's the "biggest"

If you are thinking of writing something about "It's a crappy source" or "Can only hold 50 players" or something, stop... I'm making this so me and some friends can have fun play on our own server!
And learning the C# Language ofc...
Anyways, what is best, biggest, etc. GM or PM? Which have the most power?

GM = Game Master
PM = Project Manager.

Generally, GMs are case managers for servers. They handle player hack cases and such, while PMs handle the server. PMs are usually the programmers for the server, and thus they have access to server commands. Project managers should have all of the powers of a GM. Cheers.
