Steeds are not generally socketable items and therefor cannot be placed into the socketing npc. If you're dead set on your server having crazy gear then just sell pre gem'd mounts.
That being said.. it may be possible to change how steeds are numbered so that the socket npc will accept them... honestly I don't feel it's worth the effort though seeing as steeds should not have gems in them period.
