Question Put Gems into sockets NPC Missing...

So im looking into the source and noticed a few npcs missing i got most of them fixed but the npc that puts the gem into the socket i cant figure out.

Is it me or are the sockets going bye-bye in TC? On average I'd spam in TC and get a socket a week but I've been spamming like mad and haven't gotten one in a while. I just got done spamming 40 scrolls worth and didn't get anything. I'm seriously thinking that TQ reduce the chances of socketing even further and thats just annoying. If it's true they're getting ready for those socket items to be sold in the shops for CP then the only players they'll have is DB buyers, man that'll suck.
