Tq quite rarely uses string effect packets, it's more of a debugging tool. Most effects in use can be displayed PROPERLY through other methods such as skill usage packets or w/e
All of the arena effects (top left arena icon, top bar showing scores as well as the final win/loss text and the countdown) are arena packet subtypes.

I think he was just asking about the effect names and how to spawn them (maybe for an older patch or different event)... I'm really not sure either.
