You have two options..
#1: Pack them into the tq wdf files which the client already uses and then force people to only use your client.
Issue with this is that they are easy to extract and then leach... but it provides SOME form of protection at least
#2: write a dll that is injected into the client to handle encryption/decryption of these files much like tq already reads things from the .wdf files.
Issue is this is quite complex and is not something that someone here will write for you (outside of maybe for a rather large fee). I'd say there's maybe 2-3 people on all of epvp capable of doing that sort of a thing effectively (not an insult to anyone here.. just I see very few people here who are experienced with cryptography and assembly)
