on a side note .
you need a static ip address / to opened ports depending on what patch you are running 9959/5816 or 9958/5816 thats not gonna help you any way try one of the other 2 options

static ip address is something you purchase from your internet provider.
Most home internet connections are dynamic in that every time you reconnect your external ip will change.
What you COULD be referring to is making your LOCAL ip static. This means your router assigns you the same network ip every time you restart. This allows ports to be forwarded to your computer). If that's the case then you could simply follow any guide on google. Essentially you go to control panel, network connections, right click your connection, go advanced or w/e and enter the router settings/ip you wanna use manually.
Once that is done just log into your router and forward the ports to that local one.
Keep in mind your external ip will still change even if you do that unless you specifically pay for it or it's included in your internet bundle.
Alternatively you could pay for a vps server to host with (30+ usd a month generally... but they will be WAY better then hosting yourself as home host servers cannot generally hold more than a few people without lagging horribly)
As for how to port forward using your router... just go to portforward.com they list just about every router ever lol!

Thanks for helping but for some reason it won't let me change my ip address to static have any idea why?
Also with the port forwarding can i just put random numbers for the ports?
