Okay this is a very short and simple guide..
Here is the walk through for the quest from the CO website
Walkthrough:
1. Find Mu Lian (434,351) to know how to talk to the ghosts. He will give you a Magic Bag.
2. There are ten Ghosts floating around Twin City. You can talk to them with the help of the Magic Bag. Right click it and you will transform into a ghost.
3. Fulfill their wishes and you can get Ghost Crystal as rewards.

Note: This quest can be done once a day.
MY SIMPLE TIP IS : Once you turn into a GHOST, try talking to all ghost at one time and accept the task they give you. This way u dont have to turn into ghost and accept the task from each of the ghost again and again which i did at the beginning.. I know its simple may be obvious but felt like might be helpful to few others who dont know.
