It's now even easyer to get working!
MAKE SURE THESE COMPONENTS OF WINDOWS ARE INSTALLED!
After you have made sure you have those two components installed,close all conquers,and download one of the 2 files below, for what ever server group you belong too.
Extract it to a folder,put the server.dat into your co folder, and load up QOProxy
Your done!Its as simple as that!

Yup. This is a re-post.
I used JAD to decompile it and read through.
Did not see any suspicious internet connection.
Suggest to run packet sniffer if you would want to use it.
