Does this speed up how fast u level? I doubt it though cause its client side?

When the KO comes up over head, can other people see it just like if i was in cyclone? If so.. isnt it obvious soemthings wrong because im not all blue and i continuesly have cyclone? or does the KO above head is only seen by the user.
