hi, the menu WAS a rage cheat called 'Ombra' but they got a C&D and no longer exist.

You can change your presitge icon even on a level 1 account, yes. However, it's very obvious to tell who is doing this if they choose to use a Prestige Master emblem. If you do it smart and only use Prestige 1-10 icons then people won't call you out really.

Oh wow, I didn't know that was actually possible. Does it actually change the level though? and what tools can do this if you know any?

Only the icon. Every unlock tool can do that.
