If you start a match and your ping rises to 350ms, but you can still start whatsoever, you're only getting matched with other players who are shadow banned as well. This can expire after approximately 7-14 days, depending if your SB gets lifted or not.
To be fair, this is the only "question" I'm able to recognize here.
