Sometimes shadowbans will turn into permanent bans. It's rare, but it happens sometimes. Otherwise, it returns to normal.

Yes, it is possible, but I wouldn't recommend it as it'll be extremely buggy and unreliable. Also, if you can't rebind the menu, which is usually INS, one of the menu's will most likely not work.
