You can have your nation quest which is "Tower of Sage, Divide" without doing the STORY QUESTS(127)...
How?:
1. Just make a backup of your cabal.enc which is located in "*\CABAL FOLDER\Data\"
2. Paste the one I am going to give you then make your character up to class rank 11....
3. After that, go to Morrison (PORT LUX) and look for the "Tower of Sage, Divide" quest....
4. Finish that and viola...
