Logic behind decrypting the ini files

I'm trying to figure out how to decrypt the ini files (for my personal knowledge, I know there are tools out there for it), I've seen it's RC4, with a key of possibly 1111, or justac, but putting that into a site such as , and copying in the contents of an encrypted file, gives garbled output.

Is there something else needed to do before/after to get the files decrypted properly?

I decompiled and looked at the source, but unfortunately it falls to a included DLL so I can't see how the actual decryption is done from that
