Seeing as a lot of servers, specifically in China have some new keys you wont see here in European servers are around I thought I'd release a decrypt/encrypt tool which works on pretty much any server in China and Europe.
It works just like the others released here with the exception that it spits out the key it used to decrypt the file.
The source is in .NET, unprotected, you can check it out with JetBrains DotPeek or similar decompilers.
The source code also contains a great implementation of the Crypto API provided by microsoft, if you're a developer opening these files 1 by 1 in your program this will decrypt them much faster than your usual decrypt functions seen on epvp.
Just drag and drop the ini file you want to decrypt and it will spit out a new file like
