Limited paypal

i dont have a credit card/bank account and im from Moldova Republic (no paypal service) and my paypal went to limited . how can i solve that?

would be great if i had someone who solved that already. I have 2 accounts that are limited and on both there are 107$ but i cant spend em cuz my acc is limited so i can give 30$ to the person who can help me solve the limitation.

lol in my country we can make bank account from 13yo
and it's completely free (no charges for make and monthly fees)
check internet banks' offers in your country

If u cant add a card to your paypal account, u cant do nothing, same happened to me :S
