Hi can someone tell me where is the best spot for drop pargon ring in Land of ice and with lucky / heavenly or without

there is no "best" spot. just keep farming and if u are lucky enough, u'll get it.

honestly, this game is about "all the illigal things u can do in a game"

You can equip pargon when you lv 44. so lv 44 +/- 2 lvl is the best range to drop it.
