Don't be fooled by bot lobbies, basicly, the people that are hosting bot lobbies now in these days, use remote devices, such as 15 remotes, connected to 1 operating device, that makes 15 accs join your lobby, and some can even tp them to spawn right in front of you. As for this tool, i've seen them go from 400-1000 $ which seems expensive, but can be profitable within days, or weeks.
