Impossible. The client is under a digital copyright belonging to Joonwon Games and as a result you cannot have a 'legal' version. You'll just have to accept reality that if you want to use the client for your server, you're doing so illegally and inevitably 'if' they decided to persue it could send you a dcma strike and contact your hosts to have the server dropped.
You can just do it illegally. Who gives a **** what's legal and what's not? It's a social construct, it doesn't decide whether you're a good or a bad person. I would not underestimate the impact this has on servers. It was one of the main causes that forced ZeroN to close since to avoid dmca strikes they had to take measures that weren't really suitable for the community. (like for example BTC payment and ****** server host with no support but was dmca free)
Morality and legality are two different things, ask GC how they asked people to report all the exploits they know for some "rewards" then closed 1 month later, reported all the exploits to JGW and reopened with the name of RedFox, without refunds.
