If the files aren't fake and they are full, nobody can afford them.
However, if somebody buys them they will dominate the 9D scene.
The engine is absolutely abysmal. Nobody who is capable of building a game from scratch would even consider using these files. There are open source game engines with better functionality, graphics and ability than what this engine is capable of ever producing - some of which are free.
You're barking up the wrong tree if you think 'a real development team' is going to want to spend money on 'leaked content'.
The rendering system is awfully bad and the randomly generated content makes the game pre-date that of a PlayStation 1 game. There is little to no shading and the dynamic lighting and shadowing is basic at best, if there is even any kind of dynamic lighting.
The modelling and animation is okay but again incredibly basic. We won't really go into much detail with the environment, physics, game mechanics, audio, networking or programming. There is almost nothing of an SDK (if any exists) and there is no licensing with your files so anyone using them is spending money on something which is one illegal and two could be forced to close down at any point.
If you have any concept of what a 'real development team' would be looking for in an engine, you would understand that there are engines with far greater functionality and features such as HLSL with direct3d piping, HDR lighting, motion blur, water, particles, simulating musculature, facial and skeletal animation, etc... There aren't even plug ins available for the most commonly used 3d editing and modelling tools in the industry.

Anybody who wishes to take up on C++ game development WILL NEVER go with a source belonging to anyone else. So, no, this is not for a real development team. This source is more for people that have 9D as a hobby, but its price doesn't justify the hobby.
It's easier to rebuild the game like 9D on UE4 than even finding the correct IDE to compile that. And, as Bogdy & Jamie said before, nobody is going to use another game's source as a base.

Unity 5 can be licenses to a team for a fully published game for $75 a month
Unreal is licensed at 10k a month
Gamebryo is 30k a license.
CryEngine 1 to 3 is free.
You're telling me that 9dragons has any competition against those prices or the functionality those engines provide? They also provide support and SDK as well as tools and environments. What do you provide? Files for probably no less than 60k? Haha.

P.S. If I'm not wrong this is 2005 source modified with current date/time. The same 2005 full source that odasm has.

So have fun :) There alot of File which are missed. But you can see all Packets and .. You cant run that files. Because they are incomplete. You can make youre own Emulator you can see all Packets and Importent Informations.
Look at :

Loginserver isnt there. I think we dont need Packets from an LoginServer.
