If you have a weapon with 0/0 hardness increase possible and 0/0 hardness which is +10 or +11, it will be upgraded to a +13 or +14 respectively 15 minutes after you log out and stay logged out.
If you have a +12 weapon it will be upgraded to a +15 weapon 15 minutes after you log out and stay logged out.
If you disable tibet quests exp can be a lot slower so consider this.

-2nd being medium (aka late acclaim)
-3rd being easiest (aka new school)

Going to be brutally honest here. People do not want a hard challenge. People pick private servers because they want everything rather easy, otherwise they'd stick to the official.

Events: One of the best ways to stick out as a private server and show your community that you do care about them. Remember those collection events where we had to collect items to give to VGMs in order to get higher xp-events? It's one way to bring the server together. Boss spawns are always popular (and YS is always a pain to get in private servers).
Additional: Please, make sure you do a forum post for example with IN-GAME rules. Most servers only show the forum rules and then decide to go with however they want with in-game depending on how they feel at the moment. Make it clear, as different servers has different views on karma farming, usage of LoS spots etc.
Great response that answered a lot of my points. However, have you thought about putting a "testing" mark on these developmental stages? That will surely make people realize better that it's not fully done yet, and there's a bigger reason as to why you're doing what you're doing.
I know this isn't popular, but why not have an ordinary bigger testing phase (where you can implant these stages) and then wipe it out once you get the necessary information to make your correct tweaks? Also, by doing this, also rewarding the people who took part in the testing phases, making it more fun for people to try everything out, find what they want changed and actually report all of these points. Why I'm bringing this up is because I think there's several people who will not want to join in, unless you have later content (newest is probably not necessary, but atleast tibet and IM12 level cap). And by keeping all of the characters after these testing stages might make these people who waited say "screw it, there's no point trying to catch up now when I'm so far behind". Because, as we know. More often then not people who were here early and got necessary gear early likes to have monopoly on all the necessary bosses to get equal gear, and then say "well, just ks us if you want it" (despite it being practically impossible since you cannot get the same gear that's necessary to do this). Instead reward the people who took part in the testing phase after it's done and wiped with some more items (nothing that necessarily makes them a lot stronger, you want everyone to be able to catch up).

I will answer this in a more simplistic way.
Why people might choose to play the 1st phase even if it will be hard compared to today's 9D? Because there will be 1 thing (which I can't mention so don't ask) which almost everybody would want to try and nobody besides us can offer it.
Another issue I wanted to address is the in-game rules? 1 log out of pvp = (+/-)10 days ban, nothing besides that will count as we plan to bring the must "anti-hack/anti-glitch server" out there, yes karma farming will be pretty irrelevant since we'll basicly disable the M&D system for the 1st phase(probably for the other phases too depanding on the community's choice) .
Sorry, I think I didn't make myself clear. What I meant was to just put a "test" mark on the thing, not remove your phases. I agree with your phases and I think they'll be a great way for you to test everything properly, but what I mean was that after all these phases are done, and you're going to open your "last big one", to wipe out before this. As you said, many will just race to the top. If players know beforehand that they will be wiped, won't this make people understand that they actually have the time to test things without being "out-raced". I, for one, like testing out all clans and classes. However, as I remember during the last stage wipe of Play9d, I decided to go just full-out, screw everything to get to high enough level asap. Just so that I would not "waste" time testing and finding out what I really wanted to play. This is also something where PvP/PvE server plays in. People want to race up as fast as possible if it's a PvP server, since they 1) do not want to constantly being pk'd by higher levels 2) PK lower levels since there will be a huge population of lower leveled players.
Key points, have your phases. They're probably one of the best ideas for a private server so far, I just think having a wipe afterwards and a reward for the testers might be something worth discussing.

what about the karma system? will it be like officials or will you have your own version to it, and then i also had questions on what pills would or would not be offered such as speed/dodge and a suggestion for relogging (if possible) maybe a combat record wins wipe
