9D pk ref mats

As i noticed in-game, Few peoples are able to combine +13 - +15 ref mats. Can anyone share how to do it? Thanks

Tell GM to refine your weapon (If you have your weapon +12 and have +13 material)

wtf are u guys talkin about, he asked where to combine the materials..

U can combine it in tibet 4th vill at the merchant (which u could combine banners before).

U need BE and poison cookie as materials (cookies u can get from black market).
