9D Korea register guide (?)

Anyone can register with this guide?
I tried this but failed.

if i remember we cant register at korean 9d >.>
there was many topics about korean version

You are unable to register for korean 9d for a few reasons.

One, you need to have a valid KSSN.
Two, you need a korean cell phone and credit card, oh, yeah. They have to be linked to the valid KSSN.

Three. You're unable to download the installer if you don't have a valid account.

If you manage to get an account but can't download, let me know. I have the korean installer for both test server and the actual server
