How are we supposed to know what this means?, it looks like a client from Korea. The game itself will also have a broken UI due the missing language pack, use another client.
It could be a network error, how do you join your server?
Create a shortcut of
tclient.exe (doesn't matter where), right-click on
properties and loot at
Target below
Location (dependent on your translation). Scroll after the
...4Story\TClient.exe, add after it
one space and add the IP of the server registry + the port of your server.
It should look like this:
\4Story\TClient.exe 12.34.567.890 1234
