Language in game

Hi everybody!
I have next problem with server. I hope that somebody know it.
Firts my problem is language, I search here but I don't found it. My NPC in game are speaking different language than I have. IDK, what is it language, but not europe language.
How I change it for ,,normal" language? For example for english language,...
Next problem which I have is diacritics. I can't write this symbol: +ěščřžýáíé´=')úů§-.,/*- etc,... What I must modify so that work this symbols?
