pServer with Arena an instant lev 70?

Hi is there any PServer out in the Internet with a working Arenasystem?
Also there should be some people who know how to play.

If not is there a Emu with a working Arenasystem, and some people how are interesstet in making a PvP Server?

Im speaking English and also German.
