It's not a scam, but it's terribly overpriced anywhere from 150 euros per spec up to 250 euros, and "lifetime" just means that expansion.
I suggest the following in order from best to good.
Hyper Elk
ERZ aka Easy RZ
Aimsharp
Of the 3 I would suggest Hyper Elk since all PvE classes and specs are included for the low price of 20 euros a month.
ERZ is good but is still under development and doesn't yet support every class.
Aimsharp is okay but terribly overpriced for 3rd party rotations offered by 3rd party developers on the platform.
