My requirements:

8+ cores (the more the better)
16GB+ ram (the more the better)
Windows Server 2008/2012/2016
Server online 24/7 nonstop (very little downtime if any)

Price Im willing to pay monthly: 50€ / month +-

Thats not correct.
Both use kvm so you can use your own images.
Also you can use Windows

If you scroll down you can see at avaro (Windows inkl. Lizenz) that means Windows license on request.
At linevast the same, at avaible operations systems are windows included.
