Yes layer 2 is nearly obsolete because it requires a neighbourhood connection.

L7 ddos requires a real connection - there is no notice about a spoofing for L7 (it says from l3 to l7 - not and) in the text.

Sure you can spoof on TCP, its just harder because you have to guess the ISN but a well prepared attack can do that.
Or you spoof a high number of SYN packets to a server (SYN flood)
