I think he means a Virtual private server (VPS) or Dedicated server.
"Root" doesn't mean a vps or dedi server, it just means you have fully access to the server.

That depends on what you're planning to do with it... Root rights on a virtual private server grants you root access to that single virtual layer on the server, while root access on a dedicated server means that you have the root access to the root of all virtual layers.
