I think only when buying online threw ebay... or if both paypal accounts are verified.. not so sure...

1. This is the wrong section to post something like this
2. If u dont have any proof that he scammed you, you are bringing his reputation down without a reason, which is not allowed.
3. You should always "Request a Trade". If you didn't trade over elitepvpers, the admins can't help you.
4. Try to get your money back via a dispute in paypal, with any valid proof.
