reqeust: Bin-editor or xml to bin data/UI

hello,
i tried to open data/ui for editing the user interface, but most bin's wont open the bin files from there, its not like the item.bin.

my reqeust is if some one can creat a bin reader that can open it, or even better a xml converter to bin
