You already know the answer. If it's too cheap / good to be true, then it is either a scam or a detected cheat.
We all wish Valorant cheats were cheaper, but sadly that's not the case. In that specific case it's even worse: 40 USD for lifetime would NEVER be viable, not even in the short term. Think about how many hours must go into a project to make a Valorant UD hack. Now imagine that the dev could sell his hack for 100 people (which is very difficult). He would make four thousand dollars and that's it. No more money for him ever. Why Even if it was legit, why would he keep updating the cheat, what would his motivation be?
BTW, that is also why you should always double check when thinking about any lifetime cheat, they are usually not good for the developer and might be just an easy way to make money before vanishing...
