Well majority of VPS's don't have a GPU. And therefor you won't be able to play Valorant as a GPU is required.
Most also run Windows Server OS not stock windows, so certain requirements in order to run Valorant are also not there.
On top of that a VPS is a virtual environment, in a dedicated machine, you won't have bios access to make the required changes either.
I think this is pretty much an impossible task, you should find yourself a Dedicated Server with GPU instead, that also offers stock Windows 11, but even then Bios access could be complicated.
