Are there any trace cleaners available or spoofers that don't require OS reinstall + drive wipe

You also gonna need new ssd and tpm chip unless you dont care for bans and just want to rage

As said above, having just a cleaner not possible for Valorant. What you mentioned was done by messing with vgc usermode server responsible for sending hwid data to their servers. Extremely risky if such thing was public and done by low quality dev.

No one after covert made smt like that, so no not possible anymore

Ninja spoofer did smt similar years ago and got detected in a month

if hes not in ultra high elo itll probably be fine

Valorant was "cleaned" before, however if you want to last and want to be 100% sure, i'd suggest you reset your pc.
