i have managed to change my hardware id's however i still got val 152 error and my last option was to use a vpn, and it worked, i can play again, however i'm having really high ping and can't really play smoothly. Are there any ways to change ip address?

As far as I know, riot doesn't really ban IP addresses

You can always call your ISP and ask for an IP change, just make up an excuse on why you want it to be changed. You can also use vpn's like expressvpn, surfshark and connect as close as you can to your country

they ban vpns, i just got VAL 5 Ban i'm using nordvpn...

If the user has a static IP, even restarting the router won't change his IP. if it's dynamic then yes
