It is clearly stated as dual pc meaning 2 pc.

as for the other question, here are the following hardware options that will work:

kmbox b+ pro
kmbox net
arduino due + 2 micro usb cables
arduino leonardo + cp2102 + male to female jumpers.

technically moonlight streaming/parsec would also work in moonlink mode if you didn't want to buy hardware for it.
