I am not from turkey, can i just use my EUR balance from paypal to add funds or do i need a VPN ? Thx

so if i have an account with russian payment, can i pay with paypal or paysafecard without it changing back to normal payment?
and if i have turkish payment and pay with bigpoint game card, will it stay in turkish payment?
