No, if some one's interested in BUYING paysafecard(s) for bitcoins, they'll get tax'ed 5%.
If someone's interested in SELLING paysafecards for bitcoins (or anything else) they'll get tax'ed 2%.

And the amount does not matter as the fee/tax(whatever you want to call it) stay's the same.
