I sent him 20€ and he rejected giving CD-KEY. (just because he told me it was not sent as a gift, although I sent it as a gift.)
I told him to refund the money then, so I can buy from another seller. He didn't refund my money. Keeps ignoring me on Skype. How funny and childish.

Do not trade with this fool. I've already called PayPal and asked for an investigation for fraud on his account.
Don't send him anything as a "Gift" on PayPal otherwise you cannot make a dispute. I had to call PayPal via phone and explain them the situation.
Ps. He also scammed the forum user "XUrbanusx". This is the pm he sent me.

Ich suche nach einem Exchanger der mir einen guten Kurs für meine PSC's zu Webmoney (WMZ/WMR) anbieten kann.
Falls ihr interessiert seid oder eine bessere Seite kennt welche mindestens einen Kurs von 1€ -> 0,97 WMZ hat dann meldet euch bitte bei mir in Skype. Andere Anfragen werden schlicht ignoriert.
