honestly your method looks solid for hwid stuff but delayed bans usually mean they caught you some other way after the fact.
couple things to check:
ip address — if you're on the same connection, they know it's you. easy fix is just unplug router for a few mins or use vpn/hotspot.
accounts — same username? same champ pool? same playstyle? riot ain't stupid, if you play exactly like the banned account they'll flag you manually.
payment — if you bought anything with same card/paypal, that's an instant link. use crypto or fresh prepaid if possible.
mac address — your spoofer might be missing network adapters. check if wifi/ethernet macs actually changed.
also banlift is decent but no spoofer is perfect. sometimes vanguard picks up leftover registry shit or volume serial numbers.
if i were you i'd swap the ssd physically, use mobile hotspot, and make a fresh account with different email/region. if you still get delayed banned it's probably behavioral.
