[Discuss]HWID Cleaner Breaking Windows

So say i have used a cheat for a game, the cheat came with a cleaner which supposedly “messed up” some of my windows registry’s and what not. I came to find this out when purchasing another cheat and running it, it came up with an error “your PC cannot run this exe contact software developer for other version” so i contact him and he says have you ran a cleaner before? i say maybe i’m not sure, he then offers me a “repair tool” for money and says this will fix it but you need to purchase. Do you think this is a scam or are there tools to actually fix it?
