Also, I would want the account to have been created December 2009 or EARLIER (ie. 2008, 2007, etc. since Steam's inception).
Basically, the account must have these here.
-Creation date December 2009 or earlier.
-Empty account.
-No bans AT ALL.
-The SteamID/Login Name has NO numbers in it. (ie, joeschmo, NOT joeschmo11)
