i need help adding a new skill

I just created a new Vsro 1.188 clean server
and am testing new things, i have a new skill in mind that i want to add and test on my server but i found no one giving a full explanation of how to add a new skill to the server, can someone help me with a tutorial or give me the right way to do it.

note* i will create a BSR file for the new skill, i got no problem on that.
