I'm here just to clarify P2W which refers to the game designed with some game shop that include items or any kind service which make the game experience in general, easier, faster. Something which an user that doesn't pay for those can't achieve.

Yes, Silkroad Online was designed to be
P2W (Pay To Win) not because the fact there is rentable items but there is buffs and stuffs which can stand out from a normal user like Devil Spirit, Immortal/Astral stones, buff scrolls, resurrection scrolls, etc.

No, Silkroad Online is not P2W because of people selling their progress.

If you want good references try to look around other games, not just Silkroad Online servers.. You'll find find many subscription based games.
The most popular and similar one is WOW (World of Warcraft) which requires an active subscription in order to keep playing after level 20.
It is called
P2P (Pay2Play) and you'll find the same issue you just mentioned where there is a lot players selling his progress/items.
I recommend you to analyze WoW and get your own conclusions.
