Shardmanager crash after adding skills (vsro 1.188))

Hello,
I added skills from lvl 120 to 140 (took them from another db - Galaxy Fornax, they were working fine on that db).
I added them from _Refskill and _RefSkillGroup, checked all ID's, all seems to be fine in the lines. Once I start the server files the ShardManager crashes with no message and I cannot figure out why. I tried also with the original vsro 1.188 shard file but keeps crashing. Checked for other posts as well but could not find a relevant solution.
Can anyone please help me with an idea on where to look / what to check ?
