help pls problem at (avatar magic option )

hi dears ,
i need help in my pserver when i'am trying to add magic option to my avatar nothing happen .
when i chose the blure for example adding 1 str point when i click nothing added .
can some please help me and tell me a hint what should i look at or what should i check to solve this problem .

i got this msg in GS when i try to add blue to avatar ,
PC learned skill reference is not exists!!! RefSkill ID[9944] CharID[30982]
i runed the skill 9944 but still the same msg
