i Have Server D11 So, the Skills like Soul Spear Gives every hit Stun how can i find this problem to fix.
i mean just for skills of stun

Get the technical skill name from textdata_equip&skill
Go to RefSkill and search for said skill
Get the skill param generator released many years ago
Get the stun param
Scroll to the right and find the params for the said skill
Adjust or remove params accordingly

Whatever the problem is but that's just I can't find a way to fix it, but find it out your way thank you.

29556 is the skill effect Param so check the values next to this number...

You also have to check multiple entries, because on CHN skills every hit is using a different ID:

^Yes, because a skill hits multiple times.

Chances are they're close together if not one after the other in RefSkill so just look for the skills and its parameters (29556) and edit the values next to it.
