Rate of VITAL SPOT skills

any one can help me with VITAL SPOT skills? i want increase rate when char use vital spot skill.

i looked for db _RefSkill:

SELECT * FROM _RefSkill WHERE Basic_Code LIKE 'SKILL_CH_WATER_CANCEL%';

But i dont now what column or what params affect the RATEs?
anyone help me?
