He is able to go there due to the fact that he has a teleport to there. You can use the warp : /warp -32745 -4 15 -28 or /warp -32745 31 36 62 but you will crash with in 3 seconds or so I believe.

It's usually just random children posting in this section. Usually when you see someone post like "Look for it your self" or "It is so easy" they don't know them selves how to do it.
